January 23, 2012 is Chinese New Year, the first new moon after the Solstice. But remember, for animal signs, the cut-off point is NOT on the Chinese New Year’s day. It is on the “Start of Spring” (立春) so the Year of the Water Dragon begins February 4, 2012. Why the difference? It's a solar/Lunar calendar thing. My Feng Shui master can explain it better than me.
